2012 Board Meetings of WCPS Held in Canada
From Nov. 7th to 8th, WCPS Board Meetings were held in Quebec City, Canada. The members of the Board present were John Heap, Victor S. Deyglio, Chen Shengchang, George L. Smith, Peter Watkins and Jean-Claude (through telephone). The nonvoting participants were Daniel kalong, Milady Du Rishi and Deng Yuzhu.
The main purpose of the Board Meetings was to make out a practical and operable plan and the budget for the congress of WAPS to be held next year. The congress was decided to be held from Sept. 29th to Oct. 1st, 2013 in Quebec City. With the definite time and location of the congress decided on, the first announcement of the congress would be made at the beginning of December in Quebec.
All the Board members have discussed the congress agenda and all were convinced that it would attract a lot of relevant personages to take an active part in the congress. The theme ultimately is set as "Digital Science and Technology Promotes the Development of Productivity ------ A Global Revolution."
The following important sub-themes are included:
(1) To build a rich and intelligent country.
(2) To set up digitalized projects to lead the development.
(3) The movability and social changes.
The agendas primarily determined at the Board Meetings include: The congress opening ceremony and the invitation of Harper, Premier of Canada who will make a speech. The discussions would begin according to the forum plan. The contents of the invited speeches include the themes such as intelligent cities, intelligent buildings, intelligent countries, intelligent financial markets, leadership power through control of huge amount of data and so on. The congress would also hold the ceremony entitling the academicians of the World Academy of Productivity Science, publish the manifesto of the congress and hold the Quebec Culture Exhibition and other activities.
The Board also discussed the relevant matters about the 18th Congress of Productivity Science hosted in India in 2015. In the end, the discussion included contents such as the investigations made by President Thomas C. Tuttle on the academicians.

The Review Meeting of Sixty Years Academic Course of Academician Li Jingwen
And His Eightieth Birthday Celebration Held in Beijing
On the afternoon of Nov. 25th, co-chaired by the Economy Management Institute of Beijing University of Technology and Chinese Academy of Social Sciences (CASS), "The Review Meeting of Sixty Years Academic Course of Academician Li Jingwen and His Eightieth Birthday Celebration" was successfully held in the conference hall on the second floor of Beijing International Hotel. On behalf of CAPS, Wang Maolin, Chairman of CAPS, Zhai Ligong, the Executive Vice-Chairman of CAPS, Chen Shengchang, Vice-Chairman and Secretary-General of CAPS, sent a letter of congratulations. Vice-Chairman Zhai Ligong and Secretary-General Chen Shengchang attended the celebration.
Academician Li Jingwen is the Vice-Chairman of Chinese Association of Productivity Science, an academician of World Academy of Productivity Science (WAPS), a well-known economist and management scholar. He was once the director, researcher of the Quantity Economy and Technology Economy Institute of CASS and the group leader of the leading group of economy course. Now he is a committee member of Academic Advisory Committee of CASS, President, Professor and Doctor Tutor of the Economy and Management Institute of Beijing University of Technology. In 2001, he was elected to be an academician of the Chinese Academy of Engineering.
As one of the pioneers in our national theories on technology economy and project management, he put forward the argumentation theory and method to meet the the reality requirement of our country earlier than others. He presided over the technology and economy argumentation of some super-large-scale projects such as Three Gorges Project, the South-to-North Water Diversion Project, and Beijing-Shanghai High-speed Railway and so on, providing important reference for the scientific decisions. He took a lead in the study of measurement methods of science and technology progress, on the base of which he studied the problems of our industrial structure and the regional economy. He presided to make the economy development strategies for Bohai Sea Economy Circle, the five provinces in the central part of China (Anhui, Jiangxi, Henan, Hunan, Hubei), Hainan province, Shengzhen city and other areas. Earlier than others, he made analyses and predictions of our developments in economy and science by using mathematical model. As the editor-in-chief, he edited the yearly Economy Blue Book of China in the past over ten years.
Academician Li Jingwen loves his country ardently and respects science when he strives to make innovations. He has fostered many high-quality talents for the country. His noble morality of dedication to his careers, practical learning manner and working style of connecting theory with practice has set a model for all the colleagues of CAPS and an example for them to learn from.
