The editor’s notes: In regard to the actual situation that the air, water and soil have been seriously polluted and the ecological environment destructed since this year, Wang Maolin, the Chairman of Chinese Association of Productivity Science (CAPS), spent nearly seven months travelling to Beijing, Shanxi, Hebei, Shanghai, Jiangsu, Anhui and so on for an inspection. He had informal discussions respectively with the local concerned leaders and experts, asking for suggestions on how to practically implement the clear requirements by General Secretary Xi Jinping and Premier Li Keqiang about the ecological environment protection, atmosphere governance and haze reduction and how to win the tough and prolonged battle by carrying policies scientifically, pooling wisdom and implementing several measures simultaneously. Beijing is in the heat of summer. It is a little sultry with less haze, so let’s breathe smoothly and enjoy the beauty of the blue sky with white cloud. However, after the excitement, the horrible scene of haze in this spring is still in sight, which throws me into the thought of pollution control and haze reduction. This spring, the air quality of Beijing was ranked the worst and nearly half of China was somewhat dirty. The overwhelming haze caused trouble in our breath and made more people on the alert. While inspecting and researching the environment governance in Beijing on "the Orange Air Heavy Pollution Warning Day", General Secretary Xi Jinping clearly pointed out that the atmosphere pollution control should be strengthened to deal with the haze pollution, we ought to focus on key areas with strict index examination, strengthen the enforcement of envrionmental regulation and earnestly find out all responsibilities. As to the challenge of pollution control and haze reduction, Premier Li Keqiang clearly requires to have a tough and prolonged battle of haze governance and firmly wage the battle against pollution. The whole society should go through thick and thin together to get rid of the trouble in "people’s heart and lung". In the face of this worldwide problem, how to carry out the clear requirements by General Secretary Xi Jinping and Premier Li Keqiang and how to win the tough and prolonged battle by scientifically implementing, pooling all wisdom and carrying out the relevant policies simultaneously? After months of thinking, I have made it primarily clear that if we want to win the battle of pollution control and haze reduction to achieve the targets set by the highest leaders, the whole country must get hold of the following key links:
1. Directly Face the Challenge of Pollution Governance and Haze Reduction and Be Ready for a Prolonged Battle.
Haze, comparatively serious air pollution, is a large accumulation of main pollutants in the air such as dust, vitriol, nitrate acid, organic hydrocarbons, especially PM2.5 (the particulates in the air, whose diameter is less or equal to 2.5 microns. They can be inhaled into lungs.), PM10 (The particulates with a diameter of less 10 microns, which are inhalable and floating), S02 (sulfur dioxide), NO2 (nitrogen dioxide), which form a kind of weather phenomenon in the atmosphere with vague visibility. Among them, the particulates of PM2.5, small in size but rich in poisonous and harmful materials, remain long time and transfer long distance in the air. So it harms more people’s health and the quality of atmosphere.
This spring, the city and the suburbs of Beijing were covered by "dark brown" haze. The index of PM2.5 frequently was on the verge of "blasting table" (up-limited index of 500). The air quality kept at the sixth degree of serious pollution for a long time. The heavy pollution in February spread to 15 provinces and cities, covering an area of 1.81 million square kilometers, of which the seriously-polluted area was more than 980 thousand square kilometers. Among the 74 inspected cities, the data got by part of atmospheric monitoring sites of 33 cities exceeded 300, showing the serious air qualities pollution. A number of highways were closed frequently and far more flights were cancelled due to the haze, in addition, masks were sold well and the people fond of morning exercise had to stay at home.
